Beshear creates advisory council to steer disaster responses

FRANKFORT, Ky. (AP) In circumstances hit by devastating tornadoes and flooding inside a span of almost a year, a fresh and diverse advisory council can help guide responses to natural disasters and prepare communities for just about any future crisis, Kentucky Gov. Andy Beshear said Thursday.

Beshear signed an executive order creating the Council for Community Recovery and Resiliency. It’ll include representatives from the wide variety of state and federal agencies.

The target is to provide comprehensive guidance for communities dealing with disasters and make sure they are more resilient against whatever might hit us next, the governor said.

Its clear that people are experiencing a rise in natural disasters with major impacts on our families and our communities, Beshear said during his weekly news conference. To be better prepared and much more resilient, so we are able to respond and recover faster, Im combining efforts of state, local and federal actors to stay a permanent group, working together not only to recuperate from both of these major natural disasters we’ve been through, but to get ready for future years.

Tornadoes killed scores of individuals and leveled portions of towns in western Kentucky in December. In late July, historic floodwaters inundated elements of eastern Kentucky, leaving dozens more dead. A complete recovery is likely to take years in the hardest-hit areas.

The councils objective would be to make sure that wide-ranging government agencies respond as a coordinated team in assisting communities get over natural disasters, said Kentucky Emergency Management Director Jeremy Slinker. The target is to accelerate recovery efforts that may stretch for a long time, he said.

You will see no silos, Slinker said at the news headlines conference. You will have nobody working alone. Well all be working toward exactly the same efforts and coordinating that together.

Communities which are better prepared and much more resilient recover faster and stronger from disasters, Beshears executive order says.

The advisory council provides overall leadership and guidance for community recovery and resiliency planning in hawaii, the order states. The councils member agencies provides financial and technical assist with local recovery and resiliency planning teams.

Among its roles, the council will lead efforts to really improve building codes and land development codes, the order says. The council will undoubtedly be attached to hawaii Division of Emergency Management.
