In accordance with Costa, USADA arrived at his accommodation to take his blood three hours prior to the start of weigh-ins in Salt Lake City. The middleweight fighter had not been impressed.

Paulo Costa has already established a previous run in with USADA. Its believed that Costa received prohibited intravenous infusions in June and Nov. 2017, which led to a six-month suspension and also financial penalties from the U.S. Anti-Doping Agency (USADA). It is stated by USADA that Costa received an IV greater than 100 mL throughout a 12-hour period after making weight for his fight Oluwale Bamgbose at UFC 212 and again after he made weight for his UFC 217 fight with Johny Hendricks in November 2017.

It appears like USADA randomly (?) made a decision to test Costa ahead of his weigh-in for UFC 278.
